Doubtlessly, the Swedish model was and is one of the best models of social security
system in the world, and this is why it was the goal that some East Asian countries,
especially Taiwan, pursued (Lin 1994). However, some argue that the welfare we
pursued is forbidden because of their welfare system is unsustainable, their familial
relationship is loose and their development slows down (Yang and Yang 1995).
It is true that, as a Productivist Welfare Capitalism state, economy and development
are always the first two things to follow therefore social policy is subordinate to
economic policy (Holliday 2000). In this sense, governments intended to minimise the
social expenditures and believed that the development would consequently bring
welfare to people. During the discourse, governments may introduce some forms of
support to meet people’s needs, and different types of social provisions were
developed. For this, the pension provisions in some East Asian countries are in
transition to meet the changes of the society, economy, politics and demography.
About the meantime, Sweden’s reform was done and resumed the journey.
In this research, we employed Swedish model as the ideal model for evaluating these
four selected East Asian countries. It seems somewhat inappropriate to compare
Swedish and East Asian regimes since they are a bit distant from each other.
Nevertheless, it is not only a good chance for East Asian countries to review the
reforms, but also to know the advantages and disadvantages in each system.
