Taiwan had achieved an economic miracle between 1960s and 1990s by significantly boosting economic development and becoming one of the Four Asian Tigers and a democratic miracle by lifting marshal law and peacefully overturning the KMT government’s rule of Taiwan for over 50 years at 2000. By developing a universal-coverage of social insurance system and rendering pension benefits to general population in Taiwan, a welfare state, also a social miracle, was eventually accomplished in the late 2000s after a 60-year of long march. The Taiwanese welfare state was established along with a government that went into exile on a small island it was entirely unfamiliar with and strived for surviving in an unstable world. This
welfare state also experienced retrenchments and extensions at the time when the prosperity of the society benefited from the social security system as a whole as well as the government would like to get rid of the social security responsibilities for general population. Nevertheless, the international experiences on social security provisions, the people’s welfare needs in this industrialised society and the political competition of a bipartisan system brought Taiwan back to a welfare state on the basis of social insurance systems. Plenty of problems are wait to be
tackled in order to adapt this welfare state to the dynamics in Taiwan, but it is much easier than the establishment of this welfare state indeed.
